The conclusion is inescapable that the BUK’s presence—and therefore the shooting down of MH17--in Ukraine was authorized by Russia officials and could not have happened without the consent if not the instruction of Putin.
Sanctions against Russia should not be lifted until the final determination of culpability for shooting down MH17 has been determined, and additional sanctions should be imposed if Russia continues to attempt to interfere in the investigations and judicial proceedings.
